No one was talking the pacho sicario and I believe you're the only person who confuses gustavo with grease.

Cool down time is standard 15 secs for everyone.

With one grease it will be 12 secs only.
With two greese it will be 9 secs
With four grease it will be 3 secs only.

This is how it works. For example if you land your troops and focus all your troops to the corner most point in the opponents base,
(Assuming you have 10 secs focus time)

Without a grease, for the First 10 secs, your troops will run towards the point. However you won't be able to refocus them to another location for 5 more seconds (as cooldown is 15 secs).

If you have one greese, you can refocus them after 12 secs itself..And so on.
