Are the "Prison" Slot bonus instructions incorrect or is there a bug with game?

The instructions for the Prison "Sheriff Respins" bonus mention that the multiplier badges will spin after the feature ends.
However, I have never seen a multiplier badge in Prison. I have only seen them in "Atlanta" and possibly higher level slots.
Are the instructions incorrect for mentioning multiplier badges or is there a bug in the game which prevents them from appearing?
