Why do we even have the option to assign defensive skill sets to offensive sicarios, and vice versa? These skill sets must be so confusing to players who are starting out. I think I understand how they work now but I still have one burning question. Why? (I know the answer...$$)

I have collected my free sicario twice now. Not sure why I got him 2 times but the alert came back after I was raided, so I collected him again.

Are you sure the level 33 is opted out of the current war? You can opt a player out at any time during a war but it doesn't take effect until the next war.
