Why not be able to do revenge attacks while having a shield?

since FTX cant stop making it impossible to play without using a shield. why cant we attack all the people that attack us. I Mean im sure Nobody ever Goes thru their revenge list like they use to at first. and most of the time they pile up too much, but it wouldnt be a bad idea if we could do revenger attacks while using a shield.. I mean Youre defending yourself. I think that would draw more people into buying a shield!!
