I take it back. It looks like you only get the non-xp/latinum item when you complete the mission at 100% (i.e. took all the various branches.) Player still indicates upgradeable gear even when maxed out
I have a few characters at max gear level and upgrades yet they still show a red dot on their placard and on the gear when you look at their details.- gilroykilroy

Replay not giving gear up items
When you replay a mission it lists gear up items, xp and latinum as rewards. However when you complete a mission you only get the xp and latinum. This makes it impossible to level gear once you have topped out in missions since these items cannot be purchased nor are they awarded from shuttle...- gilroykilroy
