A few questions about improved propaganda skill set

1. If I have improved propaganda set on one sicario, does it affect all the squads or just the squad that the sicario is with?
2. Does improved propaganda stack as a time duration if I have this set put on a few sicarios?
3. Improved propaganda acts as anti stun only or as anti slow down?
4. How to calculate how much damage a squads makes? For example, if I use 2 propaganda 40% attack and movement speed and 2 sicario with improved propaganda 8 seconds.

Not sure exactly if I'm answering all of your questions but I do have this talent and yes, it does affect
ALL squads. Mine is either level 2 or 3 and basically it adds 6 seconds to your propaganda. I've timed it and it is exactly 6 seconds more. Level 5 is I think 8 seconds. Use with smoke to slide up the flank and it's pretty useful.

I think the time stacks but i know for sure the attack stacks..
