The bases will be from players of a similar level to the attacker.

We are working on an overhaul for this system. It will be changed to 700 days, no word on retroactive rewards yet.

There will be new bases to attack that reward a new resource - it is used to temporarily give new abilities to troops. There will also be a new raid type that pits players against innovative player made bases.
