I got a full set of rank 2 Big Bang (9%) and just enough dices to change the slot type. I guess I was pretty lucky then. Was only doing the normal mode since I wanted to avoid nukers.

Yeah it's a bug. After the last update, if you somehow replaced or accidentally removed the extra sicario(s) given by the cartel bonus, you won't be able to put the sicario(s) back. Hopefully it'll get fixed but for now we just have to deal with it.
