It is the finca upgrade that triggers new areas. If you run an offensive strategy, you are going to stick with a level 16 finca for a long while, thus having to live with the same map until you reach the necessary player level to access the next finca upgrade.

I haven't tried it myself but I'm pretty sure you can reload even though the camp is under upgrade, it is the way it works during wars.

You can use the troops that were ready in this camp before starting the upgrade, but once they're all dead you will not be able to reinforce until the upgrade has completed.
