How is it possible level 28 with 1854 medal? Anyone?

Guy probably online a lot so difficult for people to attack. Also probably leaving regular outposts on map and beating players giving 2 points instead of 1 point from regular outposts.

he's clearly not trying to level either so he gets easier targets and can compete in lgs with high medal counts like nothing.
