The PROBLEM of BASES/OUTPOSTS SPAWNING if U notice that this
RANDOM OCCURENCE in Map does pose a problem.
If my CURRENT LEVEL is 29 and Enemy Outposts/Bases SPAWNING in MAP
have a HIGHER LEVEL than me, juz as this LEVEL 31 Outpost.
