I was thinking about this as many cartels don't have an equivalent amount of players to match up for wars. How about two cartels getting an option to merge for a single war only.
For example cartel with 40 members want to start war
One cartel with 25 members wants to try; option on the screen arrives, search for partner cartel generating a list of available cartels. The 25 member one invites cartel with 18 members if they want to join up for the war, the capo opts in his top 15 generals and bingo
You can go at it!
I know it's far fetched given what I've read about suggestions falling upon deaf ears. Just a thought that would stop many crying about unbalanced wars as I've read quite few of those posts.
