Taking Enemy Compound 1st VS Later in WAR?

Is the better to Hold All attacks until the enemy compound is down or you can attack the compound at anytime for the X1.5 to go into effect.
I feel like the points are tallied and post retroactive if compound taken later during Day 2 of War.
Does that make sense.

You can do any attack before taking down compound. At the moment you destroy the compound, all points are x1.5

Is this the correct math on the medal multiplier.

If you successfully attack a 1 Medal Base you actually get 1.5 Medals.
If you successfully attack another 1 Medal Base you now have earned 3 Medals?

A successful attack on a 2 Medal Base will earn you 3 Medals?

Correct. 3 points is 4.5 points when pound is cleared. Sometimes you will know that you won or lost a War before it is complete based on available points to you or to your opponent.
