I've spoken to the team about this, and the design idea behind outposts is similar to the PVE elements in other similar games - in that it's leveling is static and the players you face is dynamic. You cannot PVE your way to the top - it will out level you if you do not fight players as well.

We are hiring on some new support staff to improve wait times - sorry for the delay while we on board some new members.
Units cannot attack out of smokescreen - and towers cannot attack into it. The purpose of the smoke screen is to get units closer to a location without taking damage.
It is based on Cartel and Individual performance. For now I will not be releasing the math behind it - but perhaps in the future I can get the go ahead to do so.

Thanks for letting us know @pablog2003 - we are looking at ways to better optimize cartel matchmaking right now and I will mention the issue where you have a wide variety Of different level players and the enemies not having Low enough level bases to fight against.
