Cartel compound downgraded??

I kindly demand an official explanation for why my cartel compound was downgraded 4 levels this afternoon from level 69 to level 65
Causing our resources buildings to downgrade couple levels each, defensive buildings to disapear, finca to be down 2 levels and capos club to downgrade 2 levels together with all the last 2 months upgrades we did??
