Divide and Conquer Achievement - Capture Torino

When does this part of the storyline happen? Is this an outpost that is unlocked eventually? The first two divide and conquer achievements were 'Capture Serrana' and 'Capture San Rivet' but I have no idea how I completed them. It has also been noted on Reddit that others may have a different objective to complete this achievement.

It gets unlocked when you have like less than 5 areas left to unlock, regardless of where on the map those areas are

Thanks, Serge. It will still take me awhile to get there then. The pace at which I open new areas has come to a standstill right now., with most of my cash being used to retrain troops these days.
