Enemy outposts Query

What is the max level of enemy outposts? I'm only getting 53,54,55 levels. At level 47 and Finca 20

I AM LEVEL 46, GETTING LEVEL 55 OUTPOSTS, SOME WITH 5 HIGH LEVEL RL'S and nerve gas ??
