enemy outposts

I'm level 41 & I got level 37, 38 & 39's on my Map...Cartel Members of mine is a level 35 & has level 40, 41 & 42's & up on his maps...thinking it has something to do with ratings.

Outposts depend on
1st - your medals
2nd - on how often you attack outposts, if you clear your map daily, there would be a greater possibility in getting higher level outposts.

I clear Daily.

Then it means that they will level up in 2 weeks +/- few days
Imqgine someone who doesn't play daily.. He is stuck on same level for 2 weeks, and suddenly outposts level up.. After a month or two, he wouldn't be able to clear his map normally.
