How 'global' is global chat? I think it is only to any players on your map?

It's actual country chat, not global. And you can only see it if you're online when other players write on it. If you restart the game, the chat goes blank again.

Yeah should really fix this to be able to contact players on a 1 to1 basis. Just an idea but I know they have a lot on there plates already that are much more important.
