How does cartel matchmaking works?

our cartel has been losing a lot of wars recently because we always have a tougher opponent.
can someone please tell me how does this cartel matchmaking works? our cartel has a rating of 4025 and all our opponents have 6000 plus rating. can we call this a balance and fair battle?
there should be an option where you could scout the other cartel and than only choose to battle with it.
