Why can you only attack 3 or 4 times a day? Is your map empty because there aren't many spawns? What is impossible to end?

Indeed there aren't enough people to attack, So
impossible to win the champions league!

Now I lose the championship because I can't attack anyone, there is one player "Mike TTF" he's the hole day online!

He's not online the whole day, every 4 hours there's a forced vulnerability period of at least 45 minutes.
