there are several criteria that influence what opponent you are put up against. medals, also number of cartel members and level of players.
soon as there is a 'decent' match, you have your war. time for searching war opponent depends on how many cartels out there are matching yours and are searching for war as well. sometimes you have a war right away, sometimes it takes hours or even longer.
