Skill Sets

I am level 33 and I know how to add a skill set to my Sacarios. However I do Not understand the skills that have no classification, as the image i posted. How do I use these NON Classified sets? Evidently I can't post an image. The skills that have for example a SHEILD ICON above the skill or a Medical Symbol. Or a Pagoda Symbol. I know how to match. I can't figure how to match the skills without a symbol above. Wish I could post an image, hope this makes sense. Thanks in advance

These are the skills that were released in the first part of the skills update, they are not functional in the second part and can't be a part of any bonus.

Here's a sad post on the matter which hasn't received any recognition from the administration, frankly a "Deal with it" or "They wouldn't tell me" would be better than totally ignoring everyone, but let's move on.
