How can this game be pg 13 rated when there is alot of gambling in this game?
Like gambling for sicarios with the chest that you buy ore with the talents

Could some one please explain?

what are you talking about. their in app purchases literally every game has method such as this one were you open something an its drawn by luck. How would you consider this game gambling in the first place.

Roulette is drawning a number with luck. A slot machine is also drawning the same items with luck to get something. Etc.

Gambling (the illegal kind) means that you put money in to have a chance to get money back. Not an upgrade on a game.

The dictionary says:

1. Gambling is the wagering of money or something of value on an event with an uncertain outcome with the primary intent of winning money or material goods.

2.take risky action in the hope of a desired result.

When you buy a chest your uncertain of outcome which sicario you will get is winning material.goods foor.the game

Same with the talents gearbags etc.

Yes, just as you say: material. The things you get on the game "roulettes" are intangible and non-physical.

Do you get money on the talent roulette? No. Do you get material goods? No. This is not gambling, period.

You can (but it is not compulsory) pay real money to try your luck on the various "roulettes" available in the game, which will result in you getting virtual stuff more or less useful in the game. In no way will you get real money or material goods, which is the definition of gambling you gave yourself.

You get ingame material goods and you pay with gold the ingame currency

Seen this argument across many games with micro-transactions when people get annoyed about not getting good stuff lol.

Its not gambling because your always told what your gonna get, and you always get 'EXACTLY' what you paid for (in theory anyway), its nothing to do with tangible or not or whatever:

a 'new' talent every time you refresh the talents for 50 gold (refresh for 50 gold, a new talent WILL show up)
a sic that is ranked between X and X (you always get a sic ranked between what they say)
a plata bag containing 5 plata (you always get 5 plata)

So not gambling

Everything is randomly, you should consider that after few rolls your next roll costs 50 gold.. it's better for rolling 3-4 times maximum, if you don't get the talent you wanted, just take that one and wait until you have enough sicarios for another fusing.

You may get nothing back
Statistically, your likely to lose your money and get no return

Neither of this applies in the game

In the game you are told what your gonna get back, whether your okay with what comes out or not is a different story, but you can't say it's gambling because you 'wanted' something in particular and didn't get it
