Excesive defense slots for the level. Cheating?

Just about to attack a user, and then note he have 5 defensive sicarios. Level 38,finca level 15. Can someone explain this?

He is probably in a cartel with a decent capos club

Not sure on the level but it doesn't take long to unlock, the upgrade is called Bolster defence on the defence section of capos club
