You need to join a Cartel with that Perk unlocked, or unlock in in your current Cartel.

Balance Changes Recruitment time has been reduced for Camareros, Fuegos, Torchers, and Toxicos. Starting at Level 8, Machine Guns cause 5% more damage and shoot more accurately. The space occupied by Cameraros has been reduced from 6 to 5. Armed Trucks have had their Health increased by 10%...

I spoke with a rep at Fyber and they said it can take up to 2 weeks for some of their offers to complete - and the time it takes is on the person with the offer. An offer with someone like Netflix will likely be quick because they have their stuff together. I suppose Lords Mobile does not. If...
