Can someone please explain why is VICE out of war? Why is Al in and IGO out?

Need more details. May be he was opted out or joined cartel in war. Could be anything.

This has happened in cartels that I have been I previously .. it shouldn't .. but ask him to leave the cartel and rejoin , it seems to fix the issue

I'm talking to them about this issue over 2 months. They are not solving it!

Capo is in war now, looks like they solved this. But in war should be by rang in cartel not by medals. And on this picture you see that neither rank or medals count. I'm just aksing you to explain how do you choose who will be in war.

For a player with high medal and longer period in the cartel try leave and rejoin. it solved for some member in my cartel

this happened with my cartel, one of our team mates was not added, it jump down 2 level lower for 3 straight war. the guy didn't opt out.
