Resource centers low level and forgotten?

I have noticed that after a while my resource centers stop getting attacked full stop.
It started a while ago and has left a trail of low level resource centers that even though I have removed all defenses still don't get attacked.

Is this normal?

I have the same and I believe everyone does. I assume they made it this way so that new players that just got their first resource centres don't get pissed right away...
