So the Capo will pick the best players only to fight in the war.. Sounds interesting. How will new players learn to fight in the war if they never get a chance to contribute because they are always left out? Seems like less fun for them. I guess they could change cartel - but that really brings up the point of why don't you just kick them to begin with?

It's not even about that. Sometimes people that are opted out aren't necessarily available at the end of the war. This means the whole cartel must wait for them to login and opt back in, before searching for a new war. Or vice versa. Someone that is opted in might not be available at the end of a war to opt out for the next one if they're not gonna be available for the next war.

thats right, and also if you have low level players like 10, 15, and they are good players u want to keep them but they need time to get strong so, they will participate when they will be 30 lvl or something like that...

Lowest medals get left out if the member number is different.
